§ 11 Faculty Committee
(1) The faculty shall establish a faculty committee with a maximum of 42 members. The faculty committee is to decide on any changes to its size of the faculty committee by a two-thirds majority. The faculty committee consists of

  1. Representatives of the group of university professors;
  2. Representatives of the group of university lecturers, research and academic teaching staff, at half the number of representatives under point 1;
  3. Student representatives, at half the number of representatives under point 1;
  4. Two representatives of the general (non academic) university staff.

The electoral procedure used in the election of members of the Senate shall applies mutatis mutandis to the faculty committee.

(2) The term of office of the faculty committee shall comprise two academic years and shall generally end on September 30. If the newly elected faculty committee is unable to commence its activities on October 1 of the ensuing winter semester, the term of office of the previous faculty committee shall be extended until the new faculty committee is constituted, but by no more than three months.

(3) The tasks of the faculty committee are in particular:

  • Commenting on candidates proposed for election to the position of Dean and Vice-Dean,
  • Proposing candidates for election of the position of Dean of Studies and the Vice Dean of Studies,
  • Advising the Dean, in particular in matters relating to § 6 para. 4,
  • Discussion of the resource overview once a semester,
  • Advising the faculty management, in particular in teaching and study matters, research matters, internationalization, appointment and habilitation matters, gender equality issues,
  • Exercising consultation rights, in particular with regard to target agreements,
  • Appointment of an advisory board for proposals on the promotion of junior staff and personnel development measures, with the faculty committee issuing any more detailed provisions,
  • Appointment of a mediation committee for dealing with internal faculty conflicts in accordance with § 21.

(4) Wherever justifiable, the faculty committee may submit a written report directly to the Rectorate and the Senate.

Excerpt from the organizational chart of the University of Graz:

§ 21 Mediation Advisory Board

  1. Each organizational unit shall set up a mediation advisory board t deal with internal conflict. A central mediation advisory board shall be set up for inter-faculty conflicts.
  2. Without prejudice to any legal action, the mediation advisory board shall receive and examine complaints submitted by individuals or interest groups and draw up recommendations for a solution, and forward these to the body authorized to make a decision. If necessary, the mediation advisory board is authorized to carry out on-site inspections and obtain all necessary information from the bodies responsible.
  3. The mediation advisory board of a faculty consists of one representative from each of the groups of persons represented on the faculty committee, who is delegated by the respective group, together with an additional person from outside the faculty concerned, who is nominated by the faculty committee. At least one substitute member must be nominated for each member.
  4. The mediation advisory board of the administrative units consists of two representatives from each of the General Service departments or from the administrative units under the Rectorate, as well as an additional person from outside the administrative unit concerned. Nomination of the latter is to be agreed upon by the Rectorate and the University Director. At least one substitute member must be nominated for each member.
  5. In the event of inter-faculty conflicts, two members of the mediation advisory board of the organizational units concerned shall be delegated and a further person shall be nominated by the Senate. At least one substitute member must be nominated for each member.
  6. The mediation advisory board are to be set up for a term of office of two years. The members of the mediation advisory boards are not bound by any instructions when exercising their function.
  7. The members of the mediation advisory board shall elect a chairperson from among their number by simple majority. A legally qualified person from the administrative units must be present at the meetings.
  8. The rules of procedure of the Senate and of all Senate commissions of the University of Graz shall apply accordingly.
